Congress will do nothing. The NSA has been spying on them for years and knows about all of the mistresses, substance abuse problems, insider trading, and all other knowledge which can be used for extortion.

Exactly. This is how J. Edgar Hoover stayed in power so long. This is not fixable. The whole intelligence system would have to be dismantled.
