Yes, there is illegal spying using information ‘gathered’ by the NSA, but it isn’t the NSA that is illegally looking at the information.
The NSA gathering of every packet of information on every American is perfectly legal. It’s blanket coverage of all data, no one specifically targeted.
GATHERING such information is legal.
LOOKING at such information is legal only if a warrant exists.
