That’s how prosecutors work, at all levels. If someone robs a bank they are not charged with bank robbery. They are charged with bank robbery, terrorist threats, brandishing a weapon, intimidation, fleeing scene of a crime, resisting arrest, interfering with an investigation, and speeding.
It’s why something close to 99% of all cases plea out. There is too much downside risk facing all those charges and it’s way to expensive to pay for a legal defense.
