Very vague and shadowy legislation, which makes the legislation : "arbitrary and capricious" ,
which allows local government able to selectively chose whom to prosecute, and whom to verbally admonish.
It is just the very same type of selective application of legislation that is administered currently in Portland Ore., that gives us riots and arsons that are never prosecuted.
