“Chain of custody documents” missing is code speak for “Made up out of thin air”
They’re using that wording to obfuscate the real issue.
They don’t have ‘chain of custody’ because they were manufactured.

My reading of those words as well: We have found thousands (tens of thpusands ?) of sheets of paper (er, ballots) that were printed overnight. With only one vote for one candidate on each ballot. Nobody can tell how they got there. Nor when.
