The General was not a Democrat. He was a Union, i.e. Republican, General and the Governor of Texas was not involved. The slaveowners were still Democrats and had vbeen breaking the law by not freeing their slaves.

Anyway, as some have said, not all slave-holders would be Dems and not all non holders were Republicans. Hell even the much-maligned McClellan was a Dem.
It may be the trend but it’s not quite that simple. Certainly not today as Dems love Lincoln.

HISTORY: Not all slaves were freed by the Emancipation Proclamation, nor via Juneteenth. Only the slaves of the REBEL states were freed then. Lincoln’s Emancipation Proclamation was a wartime effort to split and weaken the South; he did NOT free any slaves in the Northern states. Slaves in the non-rebelling border states had to wait for the 13th Amendment, effective December 18, 1865.
