They wanted/needed to bolster the image of the virus as a killer and released proganda vids of cities locking down, doors welded shut, people dropping dead in the streets, check points, dog catcher nets for "runners" while still flying their own subjects all over the world.
The Test passed with better than expected results.
Makes sense to me.
