Changing rules - yes. Arbitrary - no. Before I retired in 2004 I was one of the engineering team members of a NASA / FAA / Delta / SkyWest / United project that did the initial research leading to the approval of cellphones on aircraft. See:

Fuller (not me) was the lead engineer. After several million $$s of industry and NASA money spent over 2+ years, it came down to “Pull out your pen and sign the approval”. Five of us took a deep breath - and signed. All was well. We won a DARPA award for the project.
After those first steps, the industry has done lot more research. That’s your “changing rules”. More info if you wish in a private chat.
