A couple of thoughts -

The “second password” could be a universal backdoor used by Dominion, and so they don’t want to give it up.

What does the DOJ say about this? They were complaining that by turing the ballots over to the audit group meant that the election officals were “giving up control” of the ballots. Doesn’t this mean the the Election Commission never had control over the Dominion machines?
