I like the Maine and Nebraska systems of electoral vote allocation and think it should go nationwide, or at the very least, adopted by any state with more than 6 electoral votes in total.
The winner take all crap, especially in electoral vote rich states, is an open invitation for centralized fraud machines in places like Hotlanta, Philly, Detroit, Las Vegas, etc.

Constitutionally, it's a matter for the state legislatures to decide. They always had the power to audit these election results or use the plenary constitutional power to vote their own slate of electors. If the facts show that certain places are cheating, the legislature could adjust the allocation of EV accordingly to punish them. The facts matter.
