If anyone actually read/viewed the article and photo, it looks very much like this is a faked photoshop job. Have to think the people who create and promulgrate this kind of crap are leftists trying to discredit conservatives and conservative media outlets.

That photo is very odd (of course). But it’s not something that some conservative faked. The exact same picture is on Jimmy Carter’s official Twitter page (I checked).
