Had to read it and write a book report about in High School. Later... In LE, I realized that the guy was at least a little ahead of his time. When you read and sign off on the “policy & procedures” manual. There is ALWAYS a “catch-22”... a clause that says that they claim that you violated some rule, even before they made it. It’s all dressed up in legalese. I’m getting older, some things aren’t so... well, like it was yesterday. But, I can remember some of it goes like this... “...and anything else not contained in this manual...” It’s like being handed a coloring book and being expected to color within the lines, but they can come along and change the coloring book, and then declare you to have been coloring outside these NEW lines they just created.

I believe that’s known as “moving the goalposts”. Very common in most, if not all, bureaucracies. Despicable behavior as you never know when that “gotcha” moment is gonna rear it’s ugly head.
