Y'all need to watch "The Deuce" on HBO. A great show. It's about NYC in '70s and '80s before Rudy cleaned up the city. Back when it was gritty and seedy. Well, all major cities will be like that again now.

Well...here’s that 800 lb gorilla in the room again that no one wants to talk about. Discrimination is a learned behavior and black kids are often at the center of crap like this. The black community has a problem and they need to fix it themselves. I think some of the problem’s source goes back to the War on Poverty under Johnson that paid higher welfare benefits if the father isn’t present. It caused the breakdown of the black family to the point where now 72% are raised without a father present. It’s easy to be a father...damn hard to be a parent. Man up, guys!
When its all said and done DC will probably give them an apology and some colleges will offer scholarships.

The 13 year old cannot be charged as an adult.
With a waiver, the 15 year old cold be charged as an adult.
That’s just the law in D.C.
In other parts of the country, teens have gone on mass killing sprees and not been charged as adults.
So who will be the next victim since there surely will be more.
