It looks like they are tying him to Kelly Meggs and his group of Oath Keepers that FBI claims breached the Capitol Bldg as a coordinated team using small group tactics, forming a “stack” to push through and into the Capitol. There are lots of other accusations against this group and other Oath Keepers. I suspect the FBI sees this as an opportunity to undermine the Oath Keepers by making examples of a few of their members who used poor judgement or got caught up in the moment.
