The way things generally work in governments is, the governor submits a budget. The legislature approves the budget, after adding all sorts of pork, and then, the following year, the governor and whoever else gets to spend the allocated money. There is rarely or ever any money of significance that can be spent ad hoc. If there was, chances on it would be spent early on the government equivalent of cotton candy and/or hookers.
Also, if the states attempt to finish the wall they are likely to find themselves tied up in court by EPA rulings and interference from a half dozen other agencies. And, you might say, well THIS is important. But the other voices will yell, “Well, what about climate change?! We’re all gonna die in (calculatecalculatecalculate) nine point two seven years!!!” And, while you may consider that so much balderdash, those people will tie you up until Hell freezes or they get whatever they want so they stop holding you up. That’s the way our system works. Now, the president has the power to step in and stop this, but the present president probably doesn’t know it’s happening, and if you told him he’d ask what pudding is for dinner.
