This might be an attempt on the part of the writer to distract from actual accusations against Tom Hanks. There is or was a Twitter account by Laura Ashcroft (sp?) who said she was raped by Hanks as a child.
When that content first surfaced, Tom released a photo with him standing in a kitchen, Oprah and Woopie Goldberg on either side of him, and a post-it note over his mouth indicating he couldn’t talk about it (legal advice?).
So while there are indications that he is not the nice guy he pretends to be, and most of Hollywood is a farce so that’s likely, this particular image of him supposedly exposing himself is more likely a straw-man type tactic to work people up and then laugh at them for believing it. Then if/when real charges surface, they’ll work to convince the public it’s already been debunked and all such allegations should be ignored.
Meanwhile, his accuser has never changed her story so it remains out there.

I always thought he was strange, and I believe many of these Hollyweirdo’s hide behind their “actor mask” and say it’s just acting when it’s probably more than that and/or they are hiding their true identity.
