Yahoo: State Rep. Renitta Shannon (D) said it is "pathetically obvious" that the bill is in response to Georgia voters turning out in record numbers for November's presidential election, making the state blue for the first time in decades.

To me it looked like the GA SOS made a deal with Abrams to allow massive mail in voting with no verification required. Georgia voters may have turned out "in record numbers," but cheating was just too easy, and they counted as valid many suspicious "mail in ballots."
