Right now there must be a major struggle going on between Jill and Kamala over how long Joe can be the nominal President.
Trump actually addressed a joint session of Congress in Feb. 2017, Obama did the same in Feb. 2009, Bush in 2001...
They just don’t call the first one a SOTU - but its basically the same thing.
Which is what Biden should do.
Trump will be giving the SOTU in 2022.
