Because back in 2011 or 2012 Texas experienced a similar cold snap though not as bad and were told to winterize.
In the last twenty years, Texas has installed at least 35,000 MW of wind and solar generation.
If - instead - Texas had installed 35,000 MW of coal and nuclear, they would be selling electricity to their neighboring states today.
