It was a joke in response to mask mandates. And it was CLEARLY a joke. Are we are going to believe that several cops are going to go out to someone’s house in the middle of the night to tell someone not to litter?
They weren’t there to keep her from littering, they were there to send her a message.
Can’t say Joke without saying Joe.
And Joe is just shorthand for Joke.
That’s why jokes are now forbidden.

However, keep in mind this was Palm Beach County. Not all police are like that by any means.
