A bioweapon with 99.8% survivability seems pretty lame to me. Unless the recipients totally panic and destroy their own economy, that is.

You don’t test gain-of-function on lethal viruses. You do the research on something milder, until you know it works. Then you build the deadly bio weapon. This virus got out before the testing was complete.
