Ballot sleaves and actuall ballots should have unique serial numbers, be printed by only US printers, tracked from the printer to the election authority and a few other controls.
But who is going to enforce?

This is absolutely the fault of the Republican controlled state legislatures of PA, AZ, GA, MI, and WI.
They could have banned the cheat-by-mail-in ballots since it was bad actors other than the legislatures that brought them into existence. They could have had the National Guard surrounding polling places to prevent late night truck deliveries of ballots. The military could have been present at the counting. They could have had cameras recording all counting just like they record people playing cards in casinos. They could have purged the voter rolls of the dead. They could have mandated absentee ballots be numbered the same as the envelopes they arrived in to compare signatures with the roll once the ballot was separated from the envelope. They could have mandated forensic audits of the Dominion machines.
These RINOs chose to do nothing. They got re-elected on Trump's coat tails and then stabbed him in the back. Make them pay in the 2022 primaries.
