You are correct. I worked in Nigeria for a couple of years. We all took Hydroxycholoquine once a week. We did not want to get Malaria. Lagos is a city of 15 million people living in close proximity with incredible high density of people per square mile. Medical care unless you have money is very poor. If you have money it is good. Covid should have devastated Lagos. It did not. Lagos has only 10% of the infection rate we have in the United States.
The answer is very simple. Most are on hydroxychlorquine for prophylaxis of malaria.
Dr. Fauxi though not legally guilty of murder by his failure to use this drug for political reasons, is totally morally guilty of murder of thousands.
He is not guilty of negligence. He is not guilty of an error of judgement, he is guilty of malfeasance of practice, meaning he knew what he was doing was wrong and would harm the patient but did it anyway.

There are NOT 440k Americans dead from COVID. In a few months, after this has all faded in the shadow of vaccines, the TRUE number will slowly be revealed by hand-picked media sources, and at least 30% of that number will be ascribed to other causes.
