I believe the 14.5mm cartridge is the Russian (ex-Soviet) heavy machine gun round. Roughly the same capability as the .50BMG.

This rifle looks like the earliest, simplest bolt-action, single-shot .50BMG rifles that American citizens have been buying for decades. I suspect it uses a modified Russian machine gun barrel. The real question is whether they have an optic that will stand up to the recoil.
