Difficult to sway governors to run for President. Governorship in politically safe states is hard to beat.
South Dakota has term limits. She can serve 8 years before having to leave office after the 2026 election.

Term limits for everyone from President to all elected officials including State/County/city/town down to dog catcher if elected.
Max term to be 8 years then at least 6 years off from that position before they can rerun for it. In the interim they can run for any other office.
