That is only for military personnel.

Under certain conditions civilians CAN be tried under commissioned military tribunal. Under condition of Martial law and if civilian courts are not functioning and/or the civilian is considered an enemy combatant and placed under military jurisdiction.
And also under suspended civil authority.
I made comment regarding those who may be moved/placed under military jurisdiction, away from functioning civilian courts and suspension of habeas corpus.
And no...I never read anything from the Q grift, never followed whatever he/what it is.
