This presents an interesting scenario. What might be created is around 250 billion in emergency relief (probably a grant, not a loan), and some belief that this would stabilize the California/NY City/Illinois problem.

Unless the debt crowd re-wrote their future budgets to reflect continuing decline and tax-payers leaving....they’d simply show back up in the summer of 2022, and ask for the next donation (reminding you of pan-handlers). Just resolving this as a one-time event, would never work.
