Huh? The The DC mayor and DC police have zero control over the DC Guard. Zero. As in none. If the president wants the DC Guard activated, then they are activated. If the president doesn’t want the DC Guard activated, then they are not activated.
The mayor and the police can offer their opinions. But that’s all they can do.

Are you sure about that? All last summer, we heard stories of Trump suggesting that the National Guard be deployed, and Democrat mayors and governors refusing.
