Preplanned malice of fore-thought. The cell phones now are a lot like computers and as long as they are in airplane mode on take off people can use them in flight. If there is trouble....air passengers will use cell phones...screw what the law says. Lots of people posting and sending videos of trouble makers on planes all the time. So I think the rules aren’t what they one were or aren’t as enforced. Cell phones use different frequency spectra now than when the laws first came out. They don’t interfere with airliner avionics.(just like modern cells don’t bother heart monitors in hospitals anymore).
