It is one of the oldest laws of the internet, going back to the days of old when 14.4 and 56.kb modems ruled the telephone wires (copper,not fiber optic).
U.S. conspiracy theorists know more about everything covert in foreign countries than people who actually live in those countries.
Especially if the U.S. source does not know any of the languages used in those countries.
