Reportedly, the Biden transition team has already been talking to the Governments of Mexico and the Northern Triangle about refugee/immigrant policy changes.
Mexico in particular was hesitant to open the floodgates right away, because of COVID. But that being the reported point of contention, itself highlights that the purpose of the talks was to get the flow going again.
My understanding is that they want to avoid (have discussed) very visible large caravans, and want them moved in smaller groups (presumably to avoid notice/reporting). Susan Rice has already been preparing to reopen the “magic word” asylum loophole, big enough to drive a steady stream of trucks and buses through.
They are also talking about allocating more money to “supporting” migrants - presumably funding temporary housing, transportation, etc.; and likely getting them set up with “emergency” benefits like food stamps/EBT and medical care.
Mexico is like every other nation on earth. They think that they are superior to everyone else. Apparently only nations like the US and Australia and Britain are supposed to accommodate anyone who waltzes in.
