Just because the ballots vary by district doesn't mean that the state doesn't print the ballots and it doesn't mean that the bar code location variation wasn't done by the state.

the first question is to see what was submitted to the printer by whom and find out when the errors appeared on the ballots

were good printed ballots substituted with bad ones..??
