Freedom is usually thought of as a function of constitutions and laws. But it is moral and cultural first. The law formalizes something that must exist already as a matter of tradition and behavior.
Once the moral culture no longer supports it, the law can’t hold it together. That is what is happening to us here. Constitutions don’t matter to people who are no longer moral. And freedom itself is an intolerable burden to people who are no longer willing to govern their own lives.
As Pat Buchanan wrote: “Politics is downstream from culture.”
