Timeline doesn’t work for a pocket veto. This was day 10 that he’s been sitting on it, so he had to veto it or let it pass. By vetoing it now, he at least pushes the override vote to next week (due to the holiday).
Since he had 10 days, he could have waited until 2 January, had the satisfaction of an actual veto vice a pocket veto, and left the House/Senate with insufficient time to gather their members for override votes. It's possible he has spoken to some House/Senate members and made a deal, but short of that, it seems he's allowing them to push the bill through when he had the capability to kill it.
