I see Mike Pence in the picture. I don't recognize the other guys. I think the guy with the white hair may be Robert O'Brien, National Security Adviser, not Mike Pence.

Executive order 13848 signed on September 12, 2018. Late summer but still possible.
Could this be what Scavino is conveying? He referenced the photo in his tweet as a “historical moment in the Oval (office)” that he will share details of one day when he can.
Seems to be a foreshadowing of some sort.
