The initial DNI report must be made NO LATER THAN 45 days after the election, not on the 45th day date. So the report could be sent anytime between 11/4 and 12/18.
The date 12/18 is the end deadline date for the report, not the actual day the report is due.
Trump more than likely already has the report in hand.
