When the shifting of blame or a bad trait onto someone else is unconscious, it’s a psychological defense mechanism, a symptom of neurosis.
When it’s conscious, it’s called lying.

Psychological projection is a defense mechanism in which one’s ego defends itself against one’s own words and actions by denying their very existence in oneself and attributing them to others through blame shifting. For example, a bully may project their own feelings of vulnerability onto the target and can manifest as shame dumping.
