Congress has the impeachment power, but it rarely uses it. Heck, impached judge Alcee Hastings was elected to Congress.
The DC Circuit has not objected, nor has any other court. There is nothing illegal in what Sullivan is doing, meaning it is not a crime. And, if it is not a crime, it is allowed.
Given the tmes, this sort of thing is ordinary behavior by a federal court, not unusual.

I’d say his behavior is inappropriate, irresponsible and unbecoming of the Court - since he makes stuff up, a good argument can be towards abuse of his position.
