After pinging all over the world, these specific packet tracks examples ultimately being sent back and forth from. These are the floating (dynamic) GRU black sites in Serbia, proximal to where GRU developed “SMOTE”, derived and operated from, capable of impacting elections since 1996.

Years ago, some analysts concluded “SMOTE” was where HMR/SCRCD derived, in a deal between Bill Clinton and the Kremlin, in which Clinton gave strategic technology to Moscow.

Don’t know about that - Clinton only gave stuff for cash and in all known instances, it was a sale of mil tech to the Chinese under his Third Way Policy.
