OK—so here is how it works.
You have a centralized “vote harvesting” boiler room—in this case located in Beth Page (Long Island) New York.
You obtain the following publicly available information:
—Voters in selected PA precincts in 2016 (presumably hundreds or thousands of precincts)
—Registered voters in those same precincts in 2020
You then use that data to determine who did _not_ vote in 2016. You figure most of those folks will not vote in 2020.
Your “vote harvesting team” fills out a ballot for the relevant PA precinct for each “voter” as you choose and write an illegible signature.
Since you don’t want a Bethpage, NY return address you have a contact at the Bethpage, NY Post Office deliver them (without a return address or postmark or postage) to another contact in a central PA Post Office (presumably for further distribution within PA).
Ballots were outsourced for fabrication.
