That is because the current session of the legislature ends. The next session needs to carry this forward. The resolution needs to be passed now, or refiled and passed in the next session.

Doesn't seem like a problem.

If they can file the resolution on 11/28, they could just as easily refile the resolution on 12/1.

And that assumes they need to refile from session to session.

Not a problem at all. They can pass the resolution tonight and it is still binding in the next session. Or refile and pass it next week. The hurdle is continuing to follow thru after this session ends.

Personally, I want them to pass a new election code for the next election now. They are working on the budget now. They should hold the budget hostage to get the election code fixed. In the process of doing so they can bring to light all the fraud. Shutting down the Commonwealth government will get everyone's attention and the media can be forced into covering the fraud. Most people in PA do not know or believe there is fraud because the media says it is debunked, baseless and Rudy is a drunk.
