They won’t call them “cages” going forward. Look for new, friendly or nuetral terms like “safe sleeping rooms” or “in-processing living areas”...if they evem mention them at all.
Probably correct....new term invented...no steel cage, but some type of concrete structure with bars. Based on this guy’s past...I’d give him twelve months before he starts to collapse because of incompetent decisions.
