I thought that SCOTUS ruled against this when Gore wanted to have a recount in selected counties in Florida. This is Wisconsin. Campaigns can request a recount as long as they request it by 5 PM of the day after the day the count is final and as long as they pay for it. Trump has met both those requirements.

Dick Morris just said recounting in only certain counties is a head fake to get a statewide recount. Trump can get a statewide recount. All he has to do is ask for it and pay for it. No head fake is needed.
