I get the idea the CIA was excluded from this operation to seize the Dominion servers because they were involved in the coup attempt itself.
Direct quotes from the article:

Also: "It appears the CIA was using the same foreign data center to hack the US elections... and got caught. The raid was likely leveled against the CIA's own server farm that ran the remote Dominion hacking operation the night of the election!"
The Army was used to raid and seize the server. This is why Trump fired Secretary of Defense Mark Esper. Apparently he was planning on blocking the raid by the military.
And this is why Trump left CIA director, Gina Haspel, out of the loop on this operation, because the CIA was deeply involved in the attempted coup against him. Sidney Powell has called for Trump to fire Haspel for ignoring warnings about the "rotten Dominion voting system".
