2. Would the CIA ever let any of their servers leave their custody?
3. Would USEUCOM have jurisdiction or authority over the CIA?

Assuming for argument the story is somewhat factual ...
1. CIA is operating under cover -as- USEUCOM. Exact same people. It is their own stuff. They know where it is.
2. Much of what CIA does is using other people’s property. See news reporters and others. CIA infiltrates by coopting “regular people,” who simply report back, and to some extent follow CIA instructions. Much of CIA activity is outside of its custody.
3. See 1. Same people. The issue here is how does either of them have jurisdiction over what is ostensibly private property? Scytl.
All that, and here’s more speculation. If the hardware shows nefarious activity, the people getting it could be black hat or white hat. I see no reason to trust any of it. If CIA is rigging elections, and CIA has the data, CIA has an interest in denying what the data shows. In fact, I think every government agency has a vested interest in perpetrating fraud on the public. They got power by fraud. Not going to kneecap themselves.
