The admittedly very tinfoil hat-wearing conspiracy theorists that I listen to on podcast, Hammer and Scorecard were used in every single state, and actually switched more Trump votes to Biden votes in deep Red precincts within a state than in mostly Blue precincts.

Reason being, if Trump were going to win a Red precinct in Pennsylvania by 60-70%, stealing 10% of those votes wouldn't be noticed.

So within any particular state, it would be a mistake to only focus on the large Blue city, but instead a complete statewide recount of even heavily Trump districts must be performed.
