In normal situations, a recount wouldn't overturn a lead that big. However, if computer software switched or created votes on a large scale, they would not be included. Additionally, if each ballot has to be verified before being counted, presumably a lot of fraudulent ballots get excluded. If the fraud is as widespread as suggested, these recounts could get this reversed.
