Benfords law does not apply when the numbers are expectedly skewed, for rational reasons.
Not sure what you are referring to. In the article, they reference Benford’s Law, and show evidence of return tallies that appear to violate it.
Lest it be dismissed as a partisan act of desperation, Benford’s Law is apparently used in government and law enforcement analysts to sift for irregularities in data.
I am by no means skilled in math to a high degree, but I get the impression analysis with Benford’s Law is used as a tool to spot smoke where there might be fire to be found. You apparently know a bit more about this, could you elaborate?

It’s reasonably expected that late counted votes will tend Dem.
That’s not what the principle is measuring.
