The Hammer is a super computer(s) designed for espionage via electronic intercept. It works so fast when paired with Scorecard program that in a second (actually millisecond) it can switch counts like we saw in Kentucky and in Michigan and in Georgia. When 13000+ count is added to biden and Trump's count drops by the exact same amount at what appears as simultaneity, you are seeing the computer do it.

The algorithm can generate a systemic effect, such as holding differences to 2 or 3 percent differential in favor of the chosen candidate, as was apparently used just before mail-in ballots began being counted in WI, MI, Penn, GA, Nv, and AZ, to name the crucial ones. It was probably used in many more states so that the totals being massaged would not look out of place in the trends. What happened though was the estimates the enemy used were blow away by the massive Trump turnout, so many hundreds of thousands of ballot had to be hurriedly created during the 'shut down' of counting in the designated fraud states.
