The two people in the suits would never have been assigned to protective services. Both could hardly walk, so chasing down an attacker is out of the question. Secondly, they positioned themselves standing side by side on the opposite side of the street so there was no coverage from where a majority of the problems could come from. Thirdly, they sure took a long walk to get to transportation. Her car would have been parked right next to the meeting tent. Neither of the suits was miked so there was no backup and a candidate would be completely surrounded with SS.
